It turns out Reeves isn't in charge at all! ARGENT is digging around for buried Questionite ore, and the overseer is super-mercenary names "Mechassassin". He's supplying ARGENT their MechEnforcer Robot designs in exchange for Questionite ore, so we need to cut off hi supply! Mechassassin hasn't been seen on the grounds of the Sanctuary, so he must be holed up inside the refinery. I've noticed a lot of activity on the eastern side of the building, so there many be an open entrance there. Be earned though, Mechassassin is going to need more than one superhero to beat, so you'll want to bring a friend or two.
