Overview
Over the course of a superheroes crime-fighting career, they will have the ability to gain new powers, or adjust the powers that they already have.
At specific levels, superheros will receive Power Points and Advantage Points, which allow you to select additional powers or select Advantages for already chosen powers.
In order to spend these points, a superhero must go to a Powerhouse, which can be found in all Locations. There are currently 306 powers in Champions Online.
Power Sets

The powers within Champions Online are grouped in to what are commonly called Power Sets or Power Frameworks. Generally speaking, each Power Set has enough powers so that a first time player need not choose anything outside of it. However, a superhero can choose whatever power they like, so long as they meet the requirements.
Requirements
While power selection in Champions Online is totally open in that a superhero may choose any power from any Power Set, there are some restrictions on when you can choose a particular power.
Keep in mind that when a superhero selects powers from within a single Power Set, they will gain access to the later tier powers sooner then a superhero who mixes and matches their starts powers from different sets
Energy Builder

A superhero is only allowed to have one of these and it is chosen at the start of character creation. It may, however, be changed by Retconning out of it.
Tier 0
These powers, also called starter powers, have no requirements, and any may be chosen by any character at any level, regardless of their selection of energy builder. These are the powers available under the framework options at character creation.
Tier 1
These powers require 1 power from within the power set (including your energy builder) or 2 powers from any set, not including the energy builder.
You may choose a tier 1 power from the same set as your energy builder at any level, and a tier 1 power from any set at level 8.
Tier 2
These powers require 3 powers from within the power set (including your energy builder) or 4 powers from any set, not including the energy builder.
You may choose a tier 2 power in the same set as your other powers at level 8 if all your other powers are within the same set, and a tier 2 power from any set at level 17.
Tier 3
These powers require 5 powers from within the power set (including your energy builder) or 6 powers from any set, not including the energy builder.
You may choose a tier 3 power in the same set as your other powers at level 14 if all your other powers are within the same set, and a tier 3 power from any set at level 26.
Tier 4
These powers simply require a hero to be level 35. However a hero may only select only one. The power groups are the broad groups, visible on the Power Sets page. For example, the Energy Projector power group contains Fire, Electricity, Force, Ice and Wind.
